The Portal helps the Institut national de santé publique du Québec fulfill one of its primary roles: to provide information concerning the impact of public policy on the health and well-being of the population of Quebec. It also contributes to the implementation of section 54 of the Public Health Act, whereby the Health and Social Services Minister:

«[…] is by virtue of his or her office the advisor of the Government on any public health issue. The Minister shall give the other ministers any advice he or she considers advisable for health promotion and the adoption of policies capable of fostering the enhancement of the health and welfare of the population.

In the Minister's capacity as government advisor, the Minister shall be consulted in relation to the development of the measures provided for in an Act or regulation that could have significant impact on the health of the population.»

The establishment of section 54 has made Quebec is one of the first governments to legislate a systematic assessment of the health impact of bills and regulations, in all sectors of government.

The mission of the Portal is to facilitate access to knowledge and practices in the field of healthy public policy.

Open to visitors from all horizons, this portal is particularly oriented towards the professionals in various government ministries and public organizations responsible for policy development. It seeks to provide policy makers with the means to anticipate and take into consideration the potential impact of policies on public health and well-being. The portal also aims to facilitate the work of researchers, social groups and professionals working in the health sector.
